The Fiber Broadband Association (FBA) is urging the Federal Communications Commission (FCC) to prepare for AI network infrastructure demands.

June 30, 2026 — In a June 26 regulatory filing with the FCC, the Fiber Broadband Association (FBA) urged the commission to redefine its criteria for advanced broadband deployment to account for the unique infrastructure demands of artificial intelligence.
In their filing, FBA President and CEO Gary Bolton stated that the rapid emergence of autonomous AI agents and workloads is shifting network demand from traditional human-driven traffic to continuous, machine-to-machine data “swarms” that route heavily between distributed GPU clusters and data centers.
The FBA argues this paradigm shift requires urgent infrastructure upgrades focused on abundant bandwidth and ultra-low latency, triggering an era of explosive investment in fiber and associated electronics.
To support the FCC’s Nineteenth Section 706 Report inquiry, the FBA provided updated metrics showing that fiber networks passed approximately 84.6 million U.S. homes (60% of the total market) by year-end 2025, with 39.3 million homes connected.
Additionally, data from the first quarter of 2026 indicates that 95% of fiber subscribers are provisioned for speeds of 200 Mbps or faster, with average monthly consumption reaching 837.0 GB downstream and 106.68 GB upstream. The FBA concluded that looking strictly at legacy download speeds is no longer sufficient, and the FCC must reorient its analysis to ensure the nation’s infrastructure can support the next generation of AI-enabled services.
