The initiative comes as rising competition from Starlink and expanding fixed wireless services puts pressure on residential-access revenues.

Biarri Networks and Big Bang Broadband LLC have announced a joint evaluation to integrate Biarri’s network engineering capabilities with Big Bang Broadband’s Infrastructure Capability Qualification (ICQ).
The collaboration aims to create the broadband industry’s first systematic preconstruction process, the companies announced earlier this month, on August 6. The capability allows network owners to determine if their physical and optical infrastructure can support target workloads, protection requirements, and high-value services before committing capital, the joint release said.
The initiative comes as rising competition from Starlink and expanding fixed wireless services puts pressure on residential-access revenues. While fiber remains the top choice for capacity, resiliency, and low latency, Biarri Networks and Big Bang Broadband said ICQ is designed to help operators move beyond a best-effort access strategy and turn fiber’s technical strengths into diversified, sustainable revenue streams.
Additionally, ICQ assesses an engineered design before construction starts. If the design falls short of service objectives, ICQ identifies the gaps and proposes evidence-backed changes—such as candidate routes, capacity updates, or protection arrangements—while adjustments are still practical and cost-effective.
Executives from both companies emphasize that validating network capabilities early prevents costly future retrofits and ensures providers build a multifunctional platform tailored for enterprise and advanced communications markets.
Denver-based Biarri Networks and Orlando-based Big Bang Broadband said they’re currently evaluating technical compatibility, operational roles, and commercial terms for the prospective joint offering.

David Malfara, the CEO of Big Bang Broadband, will share insights on active project challenges August 27th at Broadband Communities Summit in Houston.
An interactive session hosted by Malfara, titled “From Speed Metrics to Deterministic Infrastructure: A New Framework for Community Broadband,” will include a focus group led by expert speakers and next-step guidance from leaders in the field.
Malfara will also discuss why speed tiers mislead — and what actually matters — and offer a practical framework for governing broadband as critical infrastructure.
